9:00 - 11:30 Masterclass A: Crafting a Contractor PBL Organization

This presentation will discuss the experiences of the speakers in crafting organization structures and processes in support of delivering PBL programs that have been designed to meet a contractor's performance obligations to the Government, as well as derive profit margins for its owners that exceed legacy fee-based contracts by two to four fold.

12:00 - 2:30 Masterclass B: Performance Based Forecasting

What will be covered:

A Performance Based Agreement (PBA) is effective if vendor profitability is maintained and even increased with time, while in parallel client performance expectations and requirements are being met and even exceeded. Advanced life cycle operations and maintenance modeling and simulation enables;

  • Proactive and efficient evaluation of PBA risks associated with O&M variability
  • Risk identification and mitigation during proposal development and contract execution
  • Third party evaluation of supportability risks between cooperative government and industry agreements

The process and stages of advanced operations, maintenance and supportability modeling and simulation will be examined. A USMC Vehicle Fleet Case Study will be reviewed, and concepts for data availability & quality, technology adaptation and implementation will be discussed. The workshop will be initiated by Sean Connors, President, Clockwork Solutions, and the briefing team will include both customer and partner contributions.

2:30 - 5:00 Masterclass C: An Objective, Enterprise Approach to Business Case Analysis Development

Business Case analyses for PBL can be very labor intensive and time consuming, taking away valuable time and energy from managers who must remain focused on other projects. This workshop will arm government and industry managers with information they can use to make quick, efficient, and well-informed business decisions.

  • Building a solid business case rather than a business case constructed specifically to meet a pre-determined decision
  • Developing the BCA in a set process
